The Havana Conference of 1946 was a historic meeting of United States Mafia and Cosa Nostra leaders in Havana, Cuba, arranged by Charles “Lucky” Luciano. Sensing he might be in trouble, Bugsy flew to Havana on his own to see Luciano. Meeting in Lucky’s suite, the talk eventually turned to the Flamingo, in which Siegel sang its praises, but Lucky was unimpressed with his descriptive phrases of glitz and glamour.

When Luciano inquired about his partner’s $3 million investment, Bugsy pleaded for more time. Luciano dismissed Siegel, told him to go back to Vegas and behave himself. At this point, Bugsy’s temper flew into high gear and he told Lucky what he could do with this orders and stormed out of the meeting.
