During the 1924 Cicero municipal election, violence and intimidation became closely associated with the struggle for political control of the suburb. Al Capone, then helping Johnny Torrio expand Outfit influence into Cicero, was reported to have confronted Mayor Joseph Klenha outside Town Hall after the mayor attempted to challenge election irregularities. Contemporary newspaper accounts and later historical works describe Klenha being assaulted during the confrontation. The election helped cement Outfit influence in Cicero, which remained an important base of operations for decades afterward.
