In the late 1970s and early 1980s, Vincent “Chin” Gigante remained involved in the “Concrete Club” scheme. This was a coordinated effort by four of New York City’s Five Families to control the concrete business by rigging bids and demanding kickbacks from companies securing contracts worth over $2 million. Gigante, representing the Genovese Family, attended key meetings with other mafia leaders at Gambino Boss’ Paul Castellano’s home, including Salvatore “Sammy the Bull” Gravano, a representative of the Gambino Family. At one such meeting, Gigante argued against Bosses gathering to discuss business, suggesting subordinates should handle such matters. He was concerned about potential law enforcement surveillance and emphasized his desire to avoid arrest, as he had invested significant effort in maintaining his “crazy act” to avoid suspicion.
